If you attempt to open or create more than 32 images in Microsoft Photo Editor, you may receive the following error message:

Too many images open.

This behavior occurs even if the images you are attempting to open are small in size.

This problem occurs because the maximum number of images that can be open at one time in Photo Editor is 32 images.

To resolve this behavior, close some open files, and then try to open or create a new file.

This behavior is by design of Photo Editor 3.0.
