SYMPTOMS
The Developer Studio menus will always be drawn on the primary monitor of a multiple-monitor system, even if the menu bar is elsewhere.
This only applies to versions of Windows that provide multi-monitor support.
RESOLUTION
Developer Studio must be run from the primary monitor.
STATUS
Microsoft has confirmed this to be a bug in the Microsoft products listed at the beginning of this article. This bug has been fixed in Visual Studio 97 Service Pack 3.

If Developer Studio is run in a monitor other than the primary monitor, the menu bar will be displayed on the correct monitor, but any of the sub-menus (File, Edit, View, etc.) will be displayed on the primary monitor.
