MORE INFORMATION

This behavior is by design. The smooth scrolling feature is a visual enhancement included with Windows NT 4.0 and Microsoft Plus! for Windows 95.

Windows 95

To install and enable this enhancement in Windows 95, follow these steps:

If Microsoft Plus! is installed, skip to step 2. If Microsoft Plus! is not yet installed, install it now.

Verify that the Full-Window Drag component is installed. To check this, follow these steps:

  1. In Control Panel, double-click Add/Remove Programs.
  2. Click Microsoft Plus! For Windows 95, and then click Add/Remove.
  3. Click Add/Remove, click the words "Visual Enhancements" (not the check box next to the words), and then click Change Option.
  4. Verify that the Full-Window Drag check box is selected. If it is not selected, click the check box to select it, click OK, and then click Continue. If the check box is already selected, click Cancel, click Cancel, click Exit Setup, click Exit Setup, and then click OK.
  5. If you are prompted to restart the computer, do so.

In Control Panel, double-click Display.

On the Plus! tab, click the Show Window Contents While Dragging check box to select it, and then click OK.
