== SYMPTOMS ==<br />

Microsoft Internet Explorer version 3.02 clients accessing a document that has a charge associated with it are not presented with Prompt.htm (Pay-To- View URL) after they are successfully authenticated against Distributed Password Authentication (DPA). Instead they are taken directly to the document and no billing event is generated.<br />

== CAUSE ==<br />
<br />
The billing download filter (Billfltr.dll) is failing to successfully call Prompt.htm after a billable content page is selected by the user.<br /><br />
<br /><br />
Beginning with version 3.02 of Internet Explorer, special characters within URLs are converted to their ISO character set hexadecimal values. The billing filter can not interpret this value and subsequently fails to recognize an attempt to access billable content.<br />

Microsoft has confirmed this to be a problem in Microsoft Commercial Internet System version 1.0. This problem has been corrected in the latest U.S. Service Pack for Microsoft Commercial Internet System version 1.0.
