SYMPTOMS

If you run Setup for Works 3.0 while Publisher 2.0 is running, you may receive the following error message:

Could not write to file named:
<windows path>\SYSTEM\PUBOLE.DLL! This file is currently being used by another application. Please shut down your other applications.

At this point, you can only select the Cancel button. This will result in the following error message:

Setup is not yet complete. if you quit now, this product will not be correctly installed. Quit the setup of the product?

Your only option is to select Yes.

If you try to start Works for Windows 3.0 at this point, the following error message will occur:

Wrong OLE DLLs. Run Setup again.

After you choose OK, the following error message will occur:

Cannot start Works.

RESOLUTION

Close Publisher and rerun Works for Windows 3.0 Setup.

MORE INFORMATION

Works 3.0 ships with newer DLLs than Publisher is currently using. When Publisher is running, it keeps all these earlier DLLs in memory. Works 3.0 Setup has to add the PUBOLE.DLL for OLE functionality. When it finds the older DLL on the hard drive it tries to write over it, but it is in use by Publisher.
