SYMPTOMS

When you use the TZ environment variable, the Microsoft Visual C++ .NET 2003 C runtime (CRT) localtime and _localtime64 functions incorrectly recognize daylight saving time (DST). These functions recognize DST as starting on the first Sunday of April and ending on the last Sunday of October for all dates. These functions do not recognize DST as starting on the second Sunday of March and ending on the first Sunday of November according to the U.S. Energy Policy Act of 2005.

RESOLUTION

Hotfix information

A supported hotfix is now available from Microsoft. However, it is intended to correct only the problem that is described in this article. Apply it only to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Visual Studio .NET 2003 service pack that contains this hotfix.

You do not have to restart the computer after you apply this hotfix.

When you use the TZ environment variable, this hotfix changes DST to start on the second Sunday of March and end on the first Sunday of November for dates in 2007 and in later years. For 2006 and for earlier years, DST starts on the first Sunday of April and ends on the last Sunday of October.

Note This hotfix only applies to applications that set the TZ environment variable.
