Problems Changing Level of an Outline Heading in Word

SUMMARY
When you are trying to change the level of a heading in Outline View, the heading may not always adjust to the desired level. The following two conditions will cause this:
- When you try to raise a heading level that has a dependent lower level
- When you try to lower a heading level that has a dependent higher level
To raise or lower a heading level along with dependent headings, use Outline Organize.
