SBS 4.5 Upgrade Stops While Analyzing System Settings and Loading System Components

When you upgrade a computer running Small Business Server 4.0 or 4.0a to Small Business Server 4.5, Dr. Watson may start when the progress bar reaches about 90% on the System Analysis and Component Loading dialog box.

The Dr. Watson error message is:

An application error has occurred and an application error log is being generated. Setupbo.exe Exception: Access Violation (0xc0000005), address 0x56013e9d

The following Event is recorded in the Application Log:

EventId: 4097
Source: DrWatson
Type: Information
Category: None

The application, exe\SetupBO.dbg, generated an application error. The error occurred on 1/ 7/2000 @ 13:29:16.232 The exception generated was c0000005 at address 56013e9d (<nosymbols>).


This issue can occur if the Telephony Service is not running. Either it is disabled or configured to log on as an account using an incorrect password.

NOTE: Part of the upgrade process makes a call to the Telephony API. Since the service is not running, it cannot return the requested information and the access violation in Dr.Watson is generated.


To resolve this issue, start the Telephony Service.

  1. Click Start, point to Settings, click Control Panel, and then click Services.
  2. Right-click the Telephony service, and then click Properties.
  3. Click Start, and then click Manual in the Startup type box.
  4. On the Log On tab, click Local System account, and then click OK.
  5. Close the Services tool.
  6. Start the Telephony service.
  7. Install Small Business Server 4.5 Upgrade.
