SYMPTOMS
With Microsoft Exchange 2000 Server, you can have multiple databases on a server. Unfortunately, you can't limit the number of users for each database because there is no setting to limit the number of mailboxes that can be created in each database.
STATUS
Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
MORE INFORMATION
When the user is mail-enabled, the Exchange 2000 information store takes no direct action. The mailbox is created when the user first logs on to the Exchange server with a client.
