When you enable shared access on one dial-up network connection on a computer running Microsoft Windows 2000 Professional, the Internet Connection Sharing tab appears on all dial-up network connections, regardless of whether you have enabled shared access for the connections. When you remove the adapter that is using the shared connection, the Properties dialog box for the connection still displays the Internet Connection Sharing tab.

This behavior is by design.
