This issue is resolved in the latest service pack.
To work around this issue, stop and restart the SMS Executive service. This should free all SQL connections being used by the SMS Executive threads. After you restart the SMS Executive service, the threads should be able to connect to SQL.
Microsoft has confirmed this to be a problem in Systems Management Server version 2.0 This problem was first corrected in Systems Management Server version 2.0 Service Pack 2..
The hotfix for this article is dependent upon other developed fixes and you must install it as a complete package for compatibility.
