Windows NT 4.0 Unable to Negotiate 40-bit Encryption When Connecting to a Windows 2000-Based Computer

SYMPTOMS

When you try to use a Dial-Up Networking connection from a Windows NT 4.0-based client computer to a Windows 2000-based computer that requires encryption, it may not work, and you may receive the following error message:

Error 629 The data link was terminated by the remote machine.

CAUSE

This problem can occur because a Windows 2000 server that is configured to require encryption has both 56-bit and 40-bit encryption levels selected. The Windows 2000-based computer first tries to negotiating a connection with the client at the higher level of encryption. The Windows NT 4.0-based client is then unable to properly negotiate a common, supported encryption level. Note that this problem affects the U.S. and Canadian versions, including the Export version of Windows NT 4.0.

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.
