When you install the Windows 2000 Certification Authority (CA) service and specify a CA common name (CN) that includes a backslash character (\), the installation process finishes but the service does not start.

The policy module Setup code cannot handle a backslash character in the common name of the CA.

Do not use the backslash character in the name of the CA.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
