SYMPTOMS
You cannot link tasks together in task usage view by selecting the resource assignment row for the task.
CAUSE
Because tasks are linked together on a task to task row basis, you cannot select the assignment row to create a link between tasks.
RESOLUTION
To create a relationship between tasks, select the task row and then create the link.
STATUS
Microsoft has confirmed this to be a problem in the versions of Microsoft Project listed above.
