SYMPTOMS
If the Options dialog box is open, the Control (-) menu cannot be activated.

The Options dialog box is modal. Modal dialog boxes temporarily disable the parent window and force you to complete an action before returning control to the parent window. Therefore, the Options dialog box must be exited before the Control menu can be activated.
