How to run CMD in first logon

I want to make patch for Windows 7 but it seems like doesn't working.

I did like this
$OEM$\$$\Setup\scripts\SetupComplete.cmd

Doesn't work.

Visited Many Websites still no luck. any help?

tried in regedit via RunOnce ?

maybe change setch.exe to copied cmd.exe and rename uncopied cmd.exe to cmd1.exe in random disc setup via shift+10 and maybe notepad or use hirens boot cd pe and after changing just spamming shift, i dont know really if its working or not 8-)

I am not talking about starting CMD at logon
I need to update boot files automatically in windows 7 that runs on first logon using runonce.
