You will need the following:
Internet access (I hope you have this, since you are reading this)
A computer that supports virtualization
VMWare Workstation or VMWare player
A macOS ISO or other way to install macOS on vmware

Step 1: Download said required files, lol.
Step 2: Create a VM with these specs:
CPU: 2 Cores
RAM: 8GB
Storage 1: 60GB HDD
Storage 2: 100GB HDD
Network adapter: bridged
CD-ROM: macOS ISO
macOS ver: sierra
shared folder: any folder with the dmg
Step 3:
Install macOS normally
Step 4: install vmware tools, and reboot
Step 5: Go to the shared folders and grab the dmg and copy it to your desktop or whatever.
Step 6: Restore the dmg via disk utility to the 100GB HDD
Step 7: Set the startup disk to "MaxDisk" and reboot
Step 8: you should be in PhoenixCE
