Just don't use VMware for such builds.

try to change your hard disk controller from SCSI to VDI.
this usually helps as ancient Windows versions don't support SCSI properly

239 does support SCSI, but only on a Adaptec AHA-154x compatible SCSI controller if on ISA, or IBM PS/2 SCSI if on MCA.
