Windows 3.0 build 1.14, which is a rushed off build, has no boot screen. In a video of upgrading through versions of Windows, I seen a fake boot screen that reads:
I'm pretty sure to make a custom Windows 1.0x/2.xx boot screen, you need some hex editing to change some bits and pieces.
I recall hearing that someone here managed to do the same thing, albeit using Microsoft Word, so maybe you don't need to do the complex method.
