I need a driver CD-ROM for Windows NT 3.1 (Spanish)
I have tried all possible options and none works for me

An emulator (like PCem or 86Box) would be better, because they emulate SCSI Cards from when the system was new.
But then DOS must be installed, EZ-SCSI (only Adaptec SCSI Cards!) and then you can use the winnt or winnt32 command, to create boot disks, then boot from the created boot disk, and let it do it's thing (at least it's the way I use).

By default, Windows NT 3.1 supports only SCSI HDD and CD drives.
But it's now possible to load an IDE driver at install process thanks to Der Siebte Schatten and his patched IDE driver

Your link talks about a buggy IDE driver, and this is easy to believe
