Is there an emulator that can run Windows Phone OS? I'm just curious.

Yes, there is, but as far as I know it is only bundled with Visual Studio (and it has been since Visual Studio .NET). I'm not currently aware of any other (official/native) Windows Phone emulators.

To facilitate developer testing, Microsoft provides official Windows Phone emulators in the corresponding version of SDK.
