I was not able to find an ADK that is specifically for Windows 8.0, not 8.1 anywhere. The only thing that is still available online is the adksetup.exe from the ADK, which doesn't download anything due to download links being dead.
If anyone has the offline ADK for 9200.16384, please share it.

Absolutely not.
