Sounds to me like you didn't set the right BIOS date. If you make sure that it's set every boot, you shouldn't have any problems.

But it can be turned off in the other three versions of the 8400, only the WMS version cannot be turned off.

Make sure the right bios date is set, I have had issues with this message before.
try to activate it and see if that fixes it. I have been able to activate pre release versions using Microsoft toolkit
