Question about incomplete titles

Question about incomplete titles

So, imagine you have an incomplete copy of a title. You pack it up correctly along with a note saying that only Disc 01 is included. Would an incomplete title get you FTP access, or do you need a full complete title in order to get FTP access?

Only a complete title gives you access. We keep incomplete copies as reference, but they are incomplete and waiting for someone else to provide a full copy.
