Found this for the ThinkPad 600, I'd guess it would also work on the 600E

If that doesn't work, I found this Reddit post with a reply saying the 390E's disk might work besides maybe missing a few driver's you'll have to load after the install: https://www.reddit.com/r/retrobattlesta ... isk_image/

Old CD-ROM drives tend to have issues reading, and especially booting from burned discs. In my experience, burning at slower speeds (4x or lower, 8x works sometimes but can be iffy) increases the chances of a disc booting, so if that's your issue you can try a slower burn speed. You might have to use a third party program to adjust the speed.

They would both boot but the one for the 600 would just stick in a boot loop and the other one would go all the way through and complete the restore but then would not boot from the hard drive

No luck, huh? At this point you may have to settle with stock Windows 98.

That is what i was thinking. at least i did manage to find the drivers for it. thank you for the help
