How to enable fast boot in Windows Neptune?

I installed Windows Neptune on a FAT partition, but I still don't find the Power Off tab in the Power Options window. I installed it into VirtualBox and deactivated ACPI using VBoxManage. Do we need ACPI to enable fast boot? Do we need real hardware/real PC to activate quick start up? I have no idea! Also, let me know how to turn on the Power Off tab and turn on Quick Start!
