For creating WIM-based images, install the Pro edition (at the very least; Enterprise is also acceptable), reboot into audit mode and invoke the following command, which installs the generic product key for CloudEditionEdition (aka Win11 SE):

According to Microsoft, "SE" doesn't mean anything. "School Edition" or "Student Edition" are backronyms.

I've managed to get that to make a proper ISO, but it's not bootable.

VMware just gives up and moves on to the Virtual Network.

I had for testing purposes a External WD 250 GB SSD that from the restart boot menu will run in any of my PCs previously w/ Pro version.

Many Win11 SE apps wont run as they did previously in Pro.
Here are a couple I tried opening, Control Panel, This PC explorer & MS Store.
Not activated but I do have a Win7 Starter Key I suppose I could try, except in the Settings/Activation window it does say "Changing the product key isn't available in this version of Windows" I suppose I could use the "slmgr.vbs /ipk" to change it?

Ok, will try next as the Win7 Starter key failed w/ error: 0xC004F050 product key is invalid.

It did boot on the Old Intel 2600K Test rig w/ the usual "This PC isn't secure" error on the desktop by the time & date.

I got it activated (for 180 days) using KMS_VL_ALL on the Old Intel 2600K Test rig.
After restarting the PC & booting back into the external SSD I confirmed it using the built-in .vbs script & the Win11 SE choice.

I think the original images of SE version are released to OEMs only.
I'll be interested when they are publicly available.

You can enable them with regedit:
