Windows Whistler build 2296 installer stuck

Why is installer of Whistler 2296 stuck on "Setup is starting Windows Whistler"?

I'm using VMware Workstation 16 Pro (16.1.2 build-17966106) on Windows 11 22000.160

Once I managed to start the installer by pressing F5 to run Automated System Recovery, canceling it and selecting Standard PC or something, but when copying files, installer disabled the CPU and forced me to restart the VM.

When it is saying press F6 press F7 and this will fix it.

I don't like Windows 10/11. I like (best to 4th best): 7, 8.1, Vista, and XP.

Try VMware 5.x-7.x compatibility mode.
We stand with Ukraine

Vmware 10 compatibility will be enough. Also make sure you use an IDE hard disk (SCSI driver is broken in this build)
