What is the best web browser for Windows FW 3.11?

You can use Opera 3.62 under WfW 3.11.

What about using DOS based browsers like Arachne, at least is newer browsers than anything that can run on Windows 3.11.

If you're into MUDs, there is an old version of zMUD which works under Windows 3.1 as well.

Using Win32s, you should be able to run the 32-bit versions of Netscape Communicator 4.72 and Opera 4.01 without major problems:
