Yes, it has notification balloons. I regularly get some when I turn my Windows ME virtual machine on.

Indeed, that was what happened. If I recall correctly, the OP edited their post to include spam links. What they didn't know is that an edit by a new user is also subject to approval, and hence when that edit was disapproved, the entire post got deleted as a result.
