Controlling Windows Virtual PC VM via Internet
How do I go about doing that? I am using Brynhildr (http://blog.x-row.net/?p=2455#download) as the VNC server and client.

For local connections, you should be able to connect to the host normally and control the guest via the host console session.
If you want to connect directly to the guest, set the network adapter of the vm to "Host Adapter" mode. The guest machine should have a separate ip address, and you should be able to connect using it. If special firewall access is required, windows defender should prompt for it automatically.
If you are trying to connect over the internet, you need to either forward traffic from your modem/router to the host/guest, or set up a tunnel. The exact way to do that depends on the model.

1. I can remote into the VM when I am on the local network since it has an IP address in the same range as the device I am using to connect with.
2. How do I do that? The modem is a BGW210 and the Router is a Mikrotik RB951G-2HnD. I already have them set up to allow my host OS to have all ports open.

I found a program called FreeLAN (http://freelan.org) that might do what I want. I just don't know how to configure it.

You need to set up the router to forward the port you need from the VM and not from the host
