The build tag on the 9428 screenshot says: Windows 8.1 Milestone Preview.
Real builds say: "Windows 8.1 Preview" or "Windows 8.1 Pro Preview" in the case of the pro version.
I must admit, this screenshot looks very impressive for a fake.

AFAIK it was made by somebody who admitted it to be faked.

While the build tags of builds 9391.3 and 9428 are genuine (sourced from WinJS packages), those screenshots aren't.
