A couple of things I noticed during a quick look:
-has the same setup changes as 1411, also same IE4 version
-still has beta 1 bootscreen like 1400
-unique start menu bitmap that says Memphis Beta 1

After knowing about it for a while due to warez lists, the actual files have now been recovered thanks to the usual suspect. Download here.
