Lol, i thinked i'm the alone who do that (start the Explorer) while Windows is setting up :P
Also, it's a very strange thing, why they not simply used the correct boot screen?

Here's some another switch in msoobe.exe. Maybe some of them only work in XP.
msoobe.exe tricks
/a - Opens "Activation Windows"
/f - Launch the OOBE back (Stuck)
/i - Opens "Connect to the internet" ('The page cannot be displayed')
/r - Opens "Register Your Computer" ('The page cannot be displayed')
/x - Opens "Internet Signup" (Finished OOBE Screen)
