How could the EU copyright law affect BetaArchive?

Since it was approved for the first part (It will be voted again in January 2019) and the UK still is part of the EU, how could it affect to BetaArchive? Also how would you prevent?

I think you're talking about the copyright directive, not the GDPR, which is a different matter about privacy and personal data (and it's also already in use).

1: BetaArchive is not located in the UK .

2: It won't affect us as it primarily affects large media content distributors such as Facebook, Twitter, Youtube etc. There are also aspects of that law that won't be applicable on a realistic level anyway.

It's been approved yes, but it's not been ratified in law yet so it's not yet effective in any way.

Where is BetaArchive then? Technically considering that the site Admin lives in UK, then were could it be?

The dedicated server is in Germany, if I recall correctly.

Laws and regulations are not dictated by where the admin (CEO) live, but where the server (company) is physically hosted (located).

BetaArchive is located in Germany.
