In the wiki it says the earlier build of Windows 7 is the 6410, but the final Vista build is 6000. So I think there should be earlier builds like 6200 or less. My reasoning is, that Windows LH started from server 2003 codebase, and it's final build was 3790, and the earliest known builds of LH go down to even to 3663 (Info from the wiki). In the wiki it shows only to the 6410 build as the earlier build of Windows 7, and I think there might be ealier builds of Windows 7.
So, do you know any of them?

There probably isn't a worse comparison than Longhorn. Pre-reset development began way before Windows Server 2003 reached RTM and post-reset jumped straight to build 5000. The former would imply that there are earlier builds, whereas the latter could indicate that one could upgrade from Windows Vista but not from an earlier build of Windows 7.
I presume you are either referring to an error that setup outputs or the release notes. except that condition is forced for THAT build,
just like you had for certain Vista beta1 builds not to be able to upgrade below 50xx
just logical deduction by that gives you idea that there are more unleaked earlier w7 builds
more so if they locked in vista numbers to 6000, 6001, 6002
doesn't take any effort to simply bump their numeration to 6100 for w7 pre-alpha

The earliest build known was buld 6410 it was unleaked today from 6469's setup. But earliest leaked build of Windows 7 is build 6469 with some changes of Windows Vista RTM. Only one SKU Business.
