It looks a little bit then Chicago 73g on the Log In, and maybe Microsoft did start from here with the Development of Chicago.

One thing is more odd: Chicago 58s did game earlier then this and it have the old Windows 3.1 program Manager. Also, it is impossible to say, Windows 3.11 Beta and Chicago Beta in really near same time released.
