Whistler 2296 stuck in pre-installation

Whistler 2296 stuck in pre-installation

I have had a problem like this with NT 5.0 1902, but that has been remedied.
I have been able to install 2296 through VirtualBox with default settings, but it is stuck before first installation in VMware.
How can I remedy this pre-installation problem?

Try setting the compatibility mode to Version 6.5-7x, and the OS version to 2000. However, if you are using VMWare 12, it may have issues with builds before 2419. If that fails, then it might be best to use Virtualbox, Virtual PC, or PCem/86Box.
