Yeah, 95 = 4.0. I guess they named it 95 so that it stood out from previous releases, as it was revolutionary.

There was a name conflict between Windows 4.0 and Windows NT 4.0 and for the NT line to succeed there had to be a complete separation in marketing, which they failed to do in the 3.1 / NT 3.1 days.

That seems unlikely. Windows 95 was rebranded from Chicago to Windows 95 between builds 180 and 189, in September 1994. NT 3.5 just came out that month and development of 3.51 was under way. NT 4.0 development began around the time 3.51 went RTM in May 1995.

Interestingly, Winver in Chicago 90c also states itself as "Windows 3.99", which might explain why Windows 4.0 wouldn't be used. The x.x name for Windows was only used for NT versions after Windows 95 up to Windows 2000 build 1911; after that the x.x name became part of the kernel codename and in buildtags.

- BF10: That's just to make Windows 3.x programs happy, which used to report error if major version was not 3 (rather than if major version was not at at least 3).

Similarly, freebsd and netbsd use x.99 for the next major development branch, such as 7.99 for what will eventually become 8.0

Well, Windows 95 final reports itself as 3.95 to 16-bit programs, so it's not just a development phase thing.
