Recovery images are no longer accepted on BetaArchive. AFAIK, the ones that once were on this FTP were donated to Archive.org, so you probably downloaded something that was once here.
As for what a Cicero computer is (or rather, was) it seems like it's just an old computer brand (like HP, Acer, Asus etc.) The company was renamed to Medion over 10 years ago. (Not 100% sure, but that's what I've found)
