Windows Vista Build 5048 stuck on "Error running Setup.exe"

When I'm trying to run build 5048, I get an error running setup.exe when restarting after the 1st reboot.

Fusion 10 Professional is what I'm using.

...the first thing to do is use an earlier version(workstation 9-11 based).

Hardware compatibility changing ended up working
