It's not fake. We think that it exists because when you try to upgrade to Windows 7 Build 6469 From Windows XP or Vista RTM, it will say you need to upgrade from Windows Vista SP1 or a build of Windows Codename "7" that is 6410 or higher.
Pseudo-localized builds are awesome!

There is confirmed evidence of builds as far back as 6429. I don't see it difficult for 6410 to exist.
