The problem is that 5308.17 is a staged build. Staged builds usually contain only the Client editions, not the server editions. If you want to use a Server build, try an unstaged build. Builds like 5308.60 and 5310 would be good places to start.

I forgot one very important thing:

Builds from 5360 remove the Server editions from the unstaged ISOs. If you want to install a server build, you'll have to pick anything from 5231-5355, as those are the only builds that contain the Server editions.
