There should be a general Windows discussion forum (and for the other OSes too), for example if I want to ask a question about Windows in general, I don't know in which forum I should post it.

Define "general discussion". Once you start getting into support questions, that is outside the scope of this site.

I think it defines itself pretty well.

"Discussion of beta and abandonware topics not fit for the other forums goes here."

Right below the header itself.

And as you pointed out, anything that isn't outside the scope of this community as we're not a hardware support forum or non-abw/beta support forum or discussion forum. We do allow some freedom in the offtopic section but don't push it.
