The memory management is part of the kernel. Disk management is part of the kernel, but is extended via the HAL and driver services, specifically volsnap.sys, atapi.sys. NTLDR plays a part in the initial memory management during boot time, prior to the kernel taking control. This was a topic of much discussion when it was discovered that NTLDR from Windows 2003 seemed to work better on high-ram systems than XP's version of NTLDR. Since we have things like FreeLDR for ReactOS, we can determine just how far into the memory subsystem that the LDR is concerned.
