I've asked a question like this about running Windows 95 with FreeDos. But What about Windows 3.1? Does THAT work with FreeDos?

Windows 3.1 will not run on it out of the box. It checks for specific version info and files that Freedos doesn't have. I think there's one other DOS OS that can run Windows 3.1 aside from MS-Dos, but Freedos won't work.
Although a little tweaking to Freedos may get it working, but 386ENH may not function properly, or not at all. To get it working will require replacing certain system files in Freedos, essentially creating a Frankenstein OS, which isn't Wholly Freedos.

It should work if you add FreeDOS' version of SHARE.EXE (available separately). It may require some testing, though.

The developers of FreeDOS are in the lucky situation to be DOS hackers who know what Win 3.1 checks, so they could just patch their sources accordingly. The developers of DR-DOS did this back in the days (my first computer was an old 486 with DR-DOS and Windows 3.1).

Win 3.1 (NOT 3.11) does work under FreeDOS if you run it in standard mode.

Alternately, just replace HIMEM and EMM386 with their DOS 6.x versions.

Windows 3 comes with himem.sys and emm386.exe. You don't need emm386 for windows to boot, just to access UMBs. On the other hand, one has UMBPCI, which does the same trick.
