I've got this from a friend (Flyingharuka)'s friend living in Japan (@jiagm).





Note:
1. It requires FILES=30 in config.sys to run.
2. the included HIMEM.SYS is incompatible with Anex86 and other PC-98xx emulators (did not test QEMU-9821).
3. Its graphics driver is incompatible with Neko Project II.

Not to mention I didn't even know an Epson OEM of win 3.0 for pc-98 even existed until now...

This Windows 3.0 just doesn't contain drivers for PEGC mode.
It supports
GRCG mode (CRTS.DRV)
EGC mode (CRTE.DRV)
PC-H98 mode (CRTH.DRV)

All are 16 colors only.

Windows 3.0 predates PEGC by at least 3 years so it will not have PEGC 256-colors drivers bundled at all.

CRTS.DRV works in NP2, however only in Real mode (Standard and 386 Enhanced mode requires NP21)

wow awesome find! I wonder if this version pulls the fonts from ROM like windows 2 did, or if it is loaded into the system fonts... It'd be interesting to 'hack' in the system drivers for an AT and see if it worked there...

You are correct this time.. the default 16x16 font is the ROM font.
