If betawiki says it’s real, and it’s marked as an available build, then it’s real. It’s probably available here on the FTP but you can check archive.org for it as well.
I collect old laptops and mess with old software.

My chosen virtual machine programs:
Win 9x+, Intel macOS: VMware
9x as well (and earlier): 86box
PPC Mac OS: QEMU

Current Projects: Installing every beta build of Windows Me in VMware and recovering from data loss. (viewtopic.php?p=468094#p468094)
Past Projects: Installing every beta build of Windows XP, Longhorn, Vista, and Windows 7 in VMware (https://www.betaarchive.com/wiki/index. ... nonymous74)

The MCE components leaked separately from the Service Pack installer.
You would need to have your Windows XP Professional installed with .NET Framework 1.x installed, after which you could go ahead and install MCE. (External Link to the Internet Archive)

P.S.: I assume it is not uploaded to BA's FTP because the leak does not meet their "quality standards", i.e., it is not the entire CD2 ISO image of build 2600.1050.
