It is probably in the file bootmgfw.efi or winload.efi

OK, I found a solution. The boot screen is in the winload.efi file, in resource RCData - this is WIM image that contains two .bmp files: osload800x600.bmp & osload1024x768.bmp

To change the boot screen, simply replace .bmp files in the WIM image for example using imagex.exe and resource editor but in MUI file in:
C:\WINDOWS\system32\en-US\winload.efi.mui

Note 1: The winload.efi file can not be edited because error 0xc0000428 will appear when booting:

Note 2: The original winload.efi.mui file from the Server Longhorn does not have a RCData resource (WIM) but you can use the winload.efi.mui or winload.exe.mui from other OS version e.g. Vista

Sample .mui files can be downloaded from here from the WayBack machine, e.g.

IntelC2D winload.exe.mui

Now just change the name of the winload.exe.mui file to winload.efi.mui and copy it to C:\WINDOWS\system32\en-US

To insert your wallpaper, edit this .mui IntelC2D file.

no, this only replaces the image in Windows Vista, there are other tools for Windows 7 and later available online

As far as I'm aware the Vista SP1/2 and 7 bootloaders for UEFI are not that (if at all) different, so something should be doable. Windows 8.x and 10 are another story, but they have their own tool, it's called hackBGRT but its usefulness goes as far as changing the initial image and nothing else. However it needs secure boot to be off to work, unless you can somehow sign it with your secure boot keys.
