One possibility: Write the images to real floppies using loaddskf and then image them. You can also do this in a VM to have the images written directly to an image. And you need either a pure DOS or an OS/2 system for this to work.

edit, theres a little problem...
SYS0191: C:\LOADDSKF.EXE CANNOT BE RUN IN AN OS/2 SESSION
[...] OS/2 complains that it can't run the program in an OS/2 session (SYS0191). The help associated with message 191 says that either the program is a DOS application or not compatible with OS/2.
